Born Garland Hale “Andy” Barr IV on July 24, 1973, in Lexington, Barr embodies Kentucky’s proud heritage. A lifelong resident of the Bluegrass, he graduated from Lexington’s Henry Clay High School in 1992 before earning a Bachelor of Arts degree in Government and Philosophy—Phi Beta Kappa—from the University of Virginia in 1996. He returned home to receive his Juris Doctor from the University of Kentucky College of Law in 2001. A member of the Congressional Pro-Life Caucus, he has voted repeatedly to prohibit taxpayer funding of abortion, supported the Born Alive Abortion Survivors Protection Act, and filed an amicus brief urging the Supreme Court to overturn Roe v.
