A convicted sex offender is accused of using Facebook to lure his victim, a 13-year-old girl, into meeting in person. When the sex offender arrived at the girl’s home, however, he was met with an unpleasant surprise.

Justin Kyle Phelps, 26, allegedly pretended to be a 13-year-old girl named Vicky in order to contact another young teen on Facebook. The two had conversations on the social media site, which eventually turned into discussions about sex. “Vicky” reportedly spoke to the teen girl about oral sex and offered to introduce her to a teen boy named Justin who could “teach her” about it. He then told the girl to add a 17-year-old boy named “Justin Meh” on Facebook.

According to the Knoxville News Sentinel, Phelps has been charged in a federal complaint for attempting to entice a minor to engage in sex.

The teen admitted to having conversations with the stranger over Facebook after her mother caught a “very thin male” attempting to enter her house by climbing into her daughter’s bedroom window.

The parents then took matters into their own hands by messaging both “Vicky” and “Justin,” posing as their daughter to arrange another meeting between Justin and the teen. However, when Justin showed up, he was in for a susprise.

Authorities say that when “Justin” entered the house, the girl’s father was waiting for him with a gun. Phelps “fled the scene again and did not return,” according to investigator Chris L. Jones.

On March 13, Phelps was arrested after investigators lured him to a meeting spot using a fake Facebook profile.

Initially, Phelps was jailed on charges of solicitation of a minor. Several days later, he was federally charged with posing as two different teenagers to contact the girl via Facebook and using the identities to get her to disclose her address.

According to Inside Edition, investigators with the Knoxville Internet Crimes Against Children Task Force are continuing to investigate Phelps because they have reason to believe that he may have additional victims. It is not clear at this time whether Phelps may be facing more charges.

Assistant U.S. Attorney Matthew Morris is seeking a psychological evaluation of Phelps. He wrote that he have “reasonable cause to believe” that he may nye be competent to stand trial.

In September 2011, Phelps was found guilty of attempted sexual exploitation of a minor. He was forced to register as a sex offender following the incident.
